Ahmed Adheeb Abdul Ghafoor was born on April 11, 1982, in Male’, the capital of the Maldives. Raised in a household of public service with a military father and a customs officer mother, Adheeb was destined to pursue leadership. He attended Majeediyya School, one of the most prestigious schools in the Maldives, where he showcased both academic and athletic talent.

Following his passion for business and governance, Adheeb pursued higher education abroad. Upon his return, Adheeb joined Millennium Capital Holdings as Chief Operating Officer. His sharp strategic mind and charismatic leadership quickly earned him recognition in the corporate world. By 2008, he was elected Treasurer of the Maldives National Chamber of Commerce and Industry, and just three years later, he became its President. Adheeb’s most well-known legacy remains the transformation of the Maldives into a luxury tourism powerhouse. When he took over as Minister in 2012, there were just 99 resorts. By 2024, that number had jumped to over 160, including some of the world’s biggest hospitality brands.

He was the mastermind behind leasing lagoons for master-planned developments, paving the way for designer island concepts and large-scale luxury projects. Iconic developments such as Waldorf Astoria, Ritz-Carlton, and Patina were all enabled through lagoon agreements signed under his leadership. He also served as the architect of the 4th Tourism Master Plan and repositioned the Maldives as an ultra-luxury resort destination, pioneering influencer and celebrity-driven marketing campaigns on social media as early as 2012.

In an interview in 2024, Adheeb explained how his vision was inspired by the UAE. In Dubai, I saw how they created man-made islands. I believed we could do that in our lagoons, he said. There was some criticism at first, but today, major international brands are competing to build here.

Despite criticism, Adheeb insists that the Maldives’ development under his tenure was sustainable. He introduced environmental regulations, including the removal and replanting of corals during development and a four-dollar per bed per night tax directed to a green fund.
