Dubai has introduced a significant development in its urban management with the establishment of ‘Parkin’, a new public joint stock company. This company is tasked with overseeing car park operations throughout the emirate, under a law issued by Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai.
Transforming Parking in Dubai
The creation of Parkin marks a strategic move in urban planning and management in Dubai. The company will be responsible for creating, planning, designing, operating, and managing public parking spaces across Dubai. This initiative is part of a broader effort to enhance the efficiency of urban infrastructure in the rapidly growing city. With its financial, administrative, and legal autonomy, Parkin is set to operate for 99 years from the date of its registration, with an option for renewal for a similar period.
Public Participation and Delegated Responsibilities
In an innovative move, the law allows public and private subscription of shares in Parkin, although the Dubai government’s ownership must maintain a minimum of 60% of the company’s capital. This approach opens the door for public investment and participation in urban management, potentially fostering a more inclusive urban development process.
The Roads and Transport Authority (RTA) will delegate responsibilities related to both public and private parking, as well as the issuance of permits, to Parkin. This delegation is part of a franchise agreement to be finalized between the RTA and Parkin. The new company will not only issue permits but will also be involved in the establishment, design, and management of private parking spaces, reflecting a comprehensive approach to parking management.
Leadership and Vision
The leadership of Parkin is set to drive this ambitious project forward. The company’s board will be chaired by Ahmed Bahrozyan, with Ahmed Mahboub as the vice chairman. Other notable members include Muna Al Osaimi, Nasser Abu Shehab, Alawi Al Sheikh, Mona Bajman, and Al Anoud Al Ameri. Their collective expertise and experience are expected to guide Parkin in reshaping Dubai’s urban landscape.
