Dubai Issues Decree Regulating Farm Activities to Uphold Public Safety

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai issued Decree No. 61 of 2023, prohibiting individuals from establishing farms or erecting fences on land they do not own within Dubai.

Aligned with Dubai’s food security strategy, the Decree aims to ensure public health and safety standards, prevent the uncontrolled expansion of unplanned farms, and promote the welfare of livestock in the emirate.

Oversight and Responsibilities:

In coordination with Dubai Municipality, the Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum for Procurement and Finance is tasked with overseeing and regulating farm affairs. The municipality will supervise farm allocations, livestock health, veterinary services, and disease management.

Committee Formation and Duties:

A ‘Farms Affairs Regulatory Committee’ comprising representatives from various authorities, chaired by the head of the Rural Areas Department, will issue decisions regarding farm allocations. 

This committee includes members from The Ruler’s Court, Dubai Municipality, Dubai Police, and the Dubai Electricity and Water Authority (DEWA).

Compliance, Penalties, and Implementation:

The Decree stipulates a grace period of three months for existing beneficiaries to comply with its provisions. Violations carry fines ranging from Dh1,000 to Dh100,000, with possible doubled penalties for repeated offenses within a year.

The Decree annuls any contradictory legislation effective on its publication in the Official Gazette. The CEO of the Office of His Highness is empowered to extend the compliance period if necessary.
