Dubai Announces Details of Single-Use Bag Ban: What You Need to Know

In a move towards environmental sustainability, Dubai has unveiled further specifications regarding the impending ban on single-use bags, set to take effect from June 1. The updated regulations, outlined by Dubai Municipality online, extend the prohibition beyond single-use plastic bags to encompass all single-use bags measuring 57 micrometres (0.057mm) thick or less. This comprehensive ban encompasses bags made of paper, biodegradable materials, and plant-based alternatives.

While biodegradable bags are often considered more environmentally friendly than their plastic counterparts, concerns remain as they do not fully decompose and can leave behind microplastics. Consequently, specialized recycling processes are required to mitigate potential harm to the ecosystem.

Businesses operating in Dubai will face penalties for non-compliance with the ban, with fines starting at Dh200 ($54) and escalating for repeat offenses, up to a maximum of Dh2,000. The existing fee of 25 fils on single-use bags will remain in place until the ban comes into effect.

Certain exemptions apply to bags thicker than 57 micrometres, including bread bags, bin liners, and wrapping bags for various products. Additionally, consumers are encouraged to opt for reusable bags and report non-compliant stores through the Dubai Department of Economy and Tourism’s consumer protection channels.

Looking ahead, Dubai plans to phase in a ban on single-use plastic products gradually. Starting from 2025, items such as plastic stirrers, cups, styrofoam food containers, straws, and cotton swabs will also be prohibited. By 2026, the ban will extend to include plastic plates, tableware, beverage cups, and lids. Exceptions will be made for certain recycled plastic materials and plastics essential for exported goods.
